New towns taskforce report

The UK Government’s New Towns Taskforce has published its long-awaited report outlining a framework to deliver a new generation of large-scale towns across England – in what ministers describe as a "once-in-a-generation opportunity" to reshape how communities are planned, built, and sustained.

The Taskforce’s recommendations set out 12 potential new town locations, including Adlington (Cheshire East), Tempsford (Bedfordshire), Heyford Park (Oxfordshire), and the Brabazon–West Innovation Arc in South Gloucestershire. Each new town is expected to provide at least 10,000 homes, with many aiming to deliver significantly more. Crucially, 40% of homes across the programme are targeted to be affordable, with half of those for social rent.

The report – commissioned to tackle chronic housing shortages while promoting sustainable growth – calls for the creation of dedicated delivery bodies, such as development corporations, to oversee planning, land assembly, infrastructure, and long-term stewardship.

In its initial response, the Government backed the recommendations and announced the formation of a New Towns Unit, which will coordinate efforts across departments and "unblock barriers to delivery". The emphasis will be on early alignment of infrastructure, housing, and transport – addressing a key criticism of past large-scale developments.

Environmental sustainability sits at the heart of the Taskforce’s vision. The report calls for each new town to embed low-carbon design, climate resilience, and biodiversity net gain from the outset. A Strategic Environmental Assessment (SEA) will be undertaken to evaluate the environmental and infrastructure implications of the proposed sites.

The Taskforce also advocates for innovation in construction, encouraging the adoption of modern methods of construction (MMC), digital design tools, and data-driven planning platforms to streamline delivery and improve long-term performance.

While the vision is ambitious, challenges remain. Funding mechanisms, environmental constraints, and the long delivery timescales will test the model’s resilience. Political and planning alignment across central and local government will also be crucial to avoid fragmentation or delays.

The report stresses that community engagement and design quality must not be sacrificed for speed. "New towns will only succeed if they create places people truly want to live," the Taskforce notes, calling for each project to balance affordability, sustainability, and long-term stewardship.
