CABE HK and CIC HK partner to strengthen skilled workforce pathways
In a move aimed at strengthening professional pathways for skilled construction workers, the Chartered Association of Building Engineers Hong Kong Chapter (CABE HK) has signed a Memorandum of Intent (MoI) with the Construction Industry Council (Hong Kong) (CIC HK).
The signing took place at the Centre for Future Construction within the Hong Kong Institute of Construction (HKIC) during the second day of CABE CEO Richard Harral’s visit to the city.
The agreement enables skilled workers who have passed the designated trade test at the CIC’s Hong Kong Construction Industry Trade Testing Centre (HKCITTC) to apply for CABE Technician membership. The MoI was signed by Kyran Sze, CABE Board Member and Hong Kong Chapter Chair, and Albert Cheng, CIC Executive Director.
The event, attended by all members of the CABE Hong Kong Chapter, highlighted a shared commitment to collaboration and the professional development of Hong Kong’s construction workforce.
Following the signing, Morgan Yang, Director of HKIC, gave a presentation on the Hong Kong Institute of Construction, the Qualifications Framework (QF) in Hong Kong, and career progression pathways for skilled workers. CABE representatives engaged actively, discussing industry challenges, opportunities, and ways the association can support the local professional community.
The MoI comes at a particularly urgent time for Hong Kong’s construction sector. In the wake of last month’s tragic fire, which claimed multiple lives and highlighted critical gaps in building safety and workforce training, CABE HK and CIC HK’s collaboration aims to ensure that skilled workers are better equipped to maintain safety and quality standards across the industry.
Although Richard’s visit was brief, he described the discussions and MoI signing as "incredibly valuable," affirming CABE’s commitment to supporting Hong Kong’s construction professionals.
CABE HK expressed gratitude to CIC HK and said it looks forward to a long-term partnership that strengthens skills, safety, and career development in the city’s built-environment sector.
