Consultation opens on Industry Training Board reform

The Department for Work and Pensions (DWP) has launched a consultation inviting views on proposals to bring together the Engineering Construction Industry Training Board and the Construction Industry Training Board.

Under the plans, the two bodies would merge to form a single Industry Training Board (ITB), representing both the construction and engineering sectors. For building engineers, this could have implications for how training, apprenticeships and skills development are structured and delivered across the industry.

The consultation applies to England, Scotland and Wales. Separate engagement is taking place with devolved governments in Scotland and Wales, while Northern Ireland  where CITB operates its own levy system – is not included in this exercise.

The DWP is seeking input from a broad range of stakeholders, including:

  • Employers registered for CITB and ECITB levies;
  • Employer bodies, professional institutions and trade unions;
  • Local and regional authorities;
  • Businesses reliant on construction and engineering skills;
  • Colleges, training providers and apprenticeship organisations; and
  • Groups supporting learners with special educational needs and disabilities.
