Building control regulations

The Minister for Housing, Local Government and Heritage in Ireland has signed the Building Control (Amendment) Regulations 2025 (S.I. No. 56 of 2025).

This aligns the Building Control Regulations with recent amendments to the Building Regulations, including:

  • changing the definition of ‘institutional building’ to ‘care facility building’
  • sub-dividing the definition of an ‘industrial’ building into ‘normal hazard’ and ‘high hazard’ uses
  • introducing a definition for a ‘storage’ building, both ‘normal hazard’ and ‘high hazard’ uses
  • updating the definition of a ‘place of assembly’
  • amending the definition of ‘material change of use’; and
  • expanding the requirement to lodge a commencement notice to include a material alteration to a storage building, where a fire safety certificate is not required.

The effective date of these Regulations is 1 May 2025 to coincide with the coming into effect of the Building Regulations (Part B Amendment) Regulations 2024 (S.I. No. 108 / 2024).
